The OEM console must be running to start the Backup Manager, so you must first set up the Console. This means creating the OEM repository.

From the start menu, select Programs|Oracle Enterprise Manager|Enterprise Manager. The OEM logo and repository login screen should appear. Enter username/password.
The OEM repository is created automatically when you first first login into Enterprise Manager
