That question is probably best posed to that person's prospective or current employer/client. With four tests for 7.3 plus one for the upgrade and five tests for 8, the same number of tests need to be written. I have just started the certification process -- passed two tests -- and decided to go all the way with 8 so that my clients that are interested know that I'm up on the latest technology.
There are obviously many companies that have decided not to upgrade for quite a while, and someone with 7.3 certification will be very useful in that case. That seems to be the only difference, in my mind.
