I went with the second option when I had to do this although I used Data Manager to import the dat files.

Is it only one table that you need to transfer? If so then I would definitely use SQL Loader. However if you want to export an entire user or database, then I would use Import and Export utilities, imp73.exe and exp73.exe respectively. These are good if you're transferring the entire database from remote to local db.
