Try shutting down and restarting the listener from the Control Panel->Services on the NT-Server console (I don't generally trust Oracle's
tools for stopping and starting things, but that's just me) If that doesn't do
the trick, run the command line program LSNRCTL, available in <ORA_HOME>\BIN; check SERVICES and STATUS. You might need to SET PASSWORD, which I think by default is "oracle". For help in lsntctl, type HELP.

Also, look for any supicious *.TRC trace files.
