Answering my own question... After many frustrating hours and tense moments with co-workers, we found the documentation we needed in a magazine. It was rather simple in the end, which isn't all that surprising -- the thing that enrages me is that Oracle does not provide the documentation necessary to put together a non- English-language cartridge.

Since it is so simple, they could have documented it with a mere few sentences - either online, in a manual, one of their books, but alas, perhaps they are too busy to worry about we who aren't using the language that rules the universe. Frustrating.

I would be happy to help anyone who might be wondering how to set up a multi-lingual cartridge (especially Java). Let me know if so!
