Oh plz help me with imp/exp

The problem I seem to be having is that I do a full export like this:

exp full=y

this seems to do the export job, but when I try to import into a newly created database system the imp:

imp full=y

does not import the users, and as a result doesn't import the users' tables and other things. Now, as far as I can tell, according to the "book" I have (Oracle8 DBA Handbook) this is supposed to import the users.

So, anyway, I created a user manually to do some testing it doesn't create the tablespaces either even when I do a

imp full=y destroy=y

I'm a little confused here!!
