sqlplus STANDARD package access error

Hello,

I have installed a new database and get the following error when connecting to sqlplus:

Error accessing package DBMS_APPLICATION_INFO ERROR:
ORA-06553: PLS-213: package STANDARD not accessible

What can I do to get the package STANDARD?
