We are also looking to do something very similar.

Our goal is to have Oracle Lite on the client computer (Laptop or desktop), allow them to replicate data from the corporate Oracle8 server down to their local database using a DUN connection to a local ISP, run a custom app on their computer to work with the data, and finally dial back in again to replicate any changes back up. Basically remote/off-line working.

What we've been told so far is that Oracle8 and the current version of OracleLite requires a WebBrowser interface for the replication as opposed to using the OracleLite Navigator. I haven't been able to confirm that information, yet. Though, hopefully someone out there can provide more information for both of us.
