Tuning Oracle views/ retrieving payroll balances

I need to tune a PL/SQL tax interface that uses Oracle App tax related views extensively. These views also run like shit. Is tuning these views by adding indexes a good idea. And if anyone has had to do similiar work (i.e. retrieve employee federal,state,and local payroll balances) is there an alternative to using Oracle's views?
