Oracle for each operating system has a book of installation.

For example, for the Solaris SUN System, you have to set variables such SHM_MAX for the shared memory (SGA) in bytes other variables for the number of semaphores ...
in the file /etc/system.
After you have to reboot.
It's only an idea.

Perhaps, you have to check the parameters set in your INITsid.ORA file.

If you can ask the oracle support, it's better. Oracle had some bugs, and perhaps, you have find one.
