ORAPWD - Operating Sys Authentication

I always got the following trhe following error:

SQL> grant sysdba to scott;
grant sysdba to scott
*
ERROR at line 1:
ORA-01031: insufficient privileges

I have set the REMOTE_LOGIN_PASSWORDFILE = exclusive. And I have built the password file by using orapwd80. How does Oracle know why I put the password file?

I'm using Windows NT and Oracle 8.
