Only thing I can suggest (from a problem I found out) is if you are doing any owa_util.redirect_url, get rid of them and replace them with META tags for refresh if you can.

The owa_util.redirect_url actually causes the WRB to stop responding to that WWWLISTENER until any listener that is up and running comes down and back up.... Oracle was supposed to notify when they fixed this, and I never heard back from them.

If this doesn't fix it, I have unfortunately have no other suggestions.... I hope this helps.
