John,
I am a PeopleSoft Oracle DBA and I have done numerous PeopleSoft upgrades and there are many problems that you need to watch out for. You did not list what application(s) that your are upgrading and that can make a difference. The GUI interface between 5.12 and 7.0 or 7.5 is very different and user training is an issue. If there were any customization done to your current system you will have some issues on the new functionality issues.. do you keep or over write panels, menus...etc. This can and should be a major project if you are in production or have done any customizations. I don't think that I have helped any but there are a number of considerations before undertaking this type of task.
