Upload procedure?

hi,

   May l know how do l upload a file into a directory ?

   How l code for upload_file procedure using PLSQL ?

   For html is: < FORM enctype="multipart/form-data" action="upload_file">

   For upload.cgi using perl is: readparse(), open file, then print to the file.
