Oracle 8 is available on more than 85 vendor platforms running under multiple OS's including NT, UNIX, VMS, and MVS. From the desktop to the mainframe.

Oracle has a long record of being able to support a large number of concurrent users with access to a large number of physically small to very large tables (terratytes).

Oracle supports distributed data bases, parallel instances with access to the same database, OPS, and parallel query processing of one SQL statement.

Numerous third party tools for screens and reporting have been available to work with prior versions of Oracle that continue to work with version 8.

Warning, this being an Oracle board some replys may not be balanced.

The only thing about MS-Server 7 I know for sure is it is fairly cheap. Oracle isn't cheap, but it is proven. Version 8i, with built-in Java, is just around the corner.
