You can try at http://oraclestore.oracle.com. There you can download Oracle8 database software.

Personal Oracle is just a database, without development tools. You just get SQL*Plus which is tool for interactive data browsing using SQL. But, it's not a GUI tool, which means you'll have to type in all commands.
