Depending on your friend's learning style, I think the fastest way to START
learning Oracle is to take an instructor led intro class. Doesn't have to be
FROM Oracle, but that'll give basics and its faster than fumbling around.
The problem is - saying "learn Oracle" is like saying "learn Ford". Do you want to be an engine mechanic? Or do automatic transaxle rebuilds on Taurus's? Or work on heating or AC or electrical? Or will you be doing body work and straightening bent frames? Or repainting? etc...
Same problem I have periodically with the people who sell me - they see "Oracle" somewhere and figure I can do it - even when the job has NOTHING to do with data modeling and database design in Designer/2000 or forms and reports in Developer/2000. Which are what I ACTUALLY do - I fix automatic transmissions, I don't replace windshields!
