I cannot tell you a exact answer from your details, but I would not downsize the Windows 95 option. NT is a great operating system, but is over kill for what most companies are using, and the hardware requirements are just horrended.

NT is good for the power users, but 95 is easier and what most users have a home, thus making the transition easier. Linux, although and excellent OS, but UNIX is not for the common user.

I have use 95 at most of my clients, and they have worked great. an mostly better than the NT users.

Also the Browser based arch will cost you more than NT initially.
