Uhh, you almost described MS Access precisely. Forgive me if I seem skeptical, but with the ubiquitous nature of the Microsoft software, I would think it would be hard to be in IT and not have seen MS Access used for this. Again, forgive me but, is this a joke?

The ER diagramming leaves something to be desired, but it works for navigation.
