applying Oracle application security to custom tables

Hi



I need to apply the same security that Oracle uses to restrict access to its
HR data.  For example, a south east manager should only be able to see
employee records in his region.



 I believe it uses the security profiles in some way but not sure if it is
on the application level or can it be done through views and PL/SQL.



I would appreciate any suggestions
