IP Addresses and fail-over

We are installing Oracle 8.0.5 on a Windows NT cluster. We have the
'failover' component. My DBA says we need to assign a different IP address
for each instance of the database. Is this correct? We have a class C
network and will quickly run out of addresses this way.
