Probably the easiest method would be to attach to the Oracle or Sybase database servers via ODBC. Attach the tables from Oracle/Sybase that you with to populate to the Access database, and write an Append query to insert the data into the attached tables.

This is probably not the fastest method, but is probably the simplest.
