Holmes told Watson if you eliminated all possibilities, whatever remains, no matter how unlikely, must be the answer. (or something like that)

My guess is that the problem must be inside the client that uses the ODBC driver. For some reason it's using a TNS alias that is no longer valid. Maybe it should use the .WORLD suffix - or maybe it should not. Or maybe there's a case sensitivity problem.
