Hi.

It seems to me that this may be an I/O problem. First, have you activated the chechpoint_process ?
This causes CKPT to to handle the updating of data files and prevents the LGWR process from being
held up while it are writing redo-log info. ( CHECKPOINT = TRUE in init.ora file)

There's a lot of more stuff to look in to, but to give you some more advice i have to have more info.
For instance, which platform do you run this Oracle database on ? How your physical disklayout are ?
etc. etc, etc
