Developer 2.1 will use SQL*Net 2 to connect to Oracle. What you can do is adding an entry named TNS_ADMIN to your registry which will point to your %ORACLE_HOME%\NET80\ADMIN directory, so Developer will pickup your TNSNAMS.ORA from there as a default. I attached reg file that will do the job.
