TNS: packet writer failure

 Could someone help me to fix the following problem: One of our users was running Oracle Financials on his NT. The application caused the server generated an error message in the log file as follows

"Thu Oct 08 15:11:04 1998
Errors in file C:\ORANT\RDBMS73\trace\ORA00454.TRC: ORA-12571: TNS:packet writer failure

In ORA00454.TRC file, it looks like:

FATAL ERROR IN TWO-TASK SERVER: error = 12571 Thu Oct 08 15:11:04 1998
ksedmp: internal or fatal error
ORA-12571: TNS:packet writer failure

Current SQL statement for this session: SELECT SOME COLUMNS FROM SOME TABLES; "  Our environment is Oracle 7.3.2, Oracle Financials 10.7, NT 4.0 on a Compaq with 2 CPUs.
