First of all , why do each of the application tables need to be in separate instances?

Why not put them into the same instance and possibly in different schema owners.

This would solve your problem.

But if this is not the solution then:

  1. I would create a database link to the other instance. Therefore, from one instance, you could view tables from that instance and other instances. You would only have to EXPORT the SID with the database links. This would also solve your number 2 question.
