user32.dll error

I keep getting the following error (maybe fortnightly-ish) regarding ora8_sv.exe running on WindowsNT

DLL initialization failure Initialization of the dynamic

         link library c:\windows\system32\user32.dll failed. The process is
         terminating abnormally.

I have found
http://support.microsoft.com/support/kb/articles/q142/6/76.asp and followed the changes it suggests (ie adding ',512' into a registry entry) but this made no difference.

Is there an Oracle conflict maybe that I should know about?
