ORA-02049: timeout: distributed transaction waiting for lock

One of my friends is trying to do
replication of certain data
generated at all branches to server at HO . Now at certain times he is getting
the following message :
"ORA-02049: timeout: distributed transaction waiting for lock"

He increased some parameter values like DISTRIBUTED_LOCK_TIMEOUT , DISTRIBUTED_TRANSACTIONS and JOB_QUEUE_INTERVAL params .

But the problem still persists, and also the frequency of these error keeps on increasing. Could somebody suggest a solution ?
