No, I don't think that there are any verbs INNER and OUTER JOIN in Oracle, atleast not in 7.3. The only thing that I have ever found was the operator (+) for the OUTER JOIN. I have written queries in MS-ACCESS using an INNER and have been able to recreate the same query in Oracle without needing an INNER join condition. I did find this to be strange and cumbersome at times, but have yet to run into any roadblocks because of it.
