Oracle error on bootup

I get the following message on bootup(WINNT4.0 server, running Oracle server 7.3.3, IIS4.0, CF server 3.1):

        "At least one service or driver failed during startup."
     An look in the Event Viewer shows the following:
        Red Mark on Perflib, event 1008.
                "The open procedure for service 'ORACLE7' in DLL
                'operfdll.dll' failed. Performance data for this service
                will not be available. Status code returned DWORD0."

Has anyone had this problem before. Any help is greatly appreciated.
