Oracle Access Denied Problem on Sco Unix platform

Please Do bring light on following problem.

I have got Sco Unix Server Ver3.1 with Oracle 7.1.4 Install on it. I have got the OS ( Operating System ) user called as Oracle which has got the Permission to execute SQLPLUS,SQLFORMS30 etc. But there are other OS user such as USR1,USR2 etc. which does not permit me to execute SQLPLUS,SQLFORMS30 giving me the Message

ORA - 12546 TNS : permission Denied.
Cause : User has insuffient priviledge to perform the requested operation. Action : Acquire necessary priviledge and try again.

I have tried setting the proper PATH for the product in the profile of the Users USR1 and USR2.
Also the attempts were made by creating the new user and assigning the group priviledge to the new user on that product.

Kindly Let me know that there are other system priviledges required to be allocated
and How ?
