ORA-12612? What does it mean?

I'm running Oracle 7.3.4, and a user just showed me an ORA-12612 error she got. I've never seen this one before, and "oerr ora 12612" doesn't reply with an intelligible message.

Can someone tell me where to find information on this, or simply tell me what it means?
