I found exactly what I am looking for, and it's available, for free from ftp://ftp.cis.ohio-state.edu/pub/emacs-lisp/modes/sql-mode.tar.Z

It's both a sql mode editor for emacs and a sqlplus front-end that does all kinds of neat stuff, like command-completion and history.
