shmmni kernel parameter

Hi, I have 2 equivalent database. I have a big performance problem with one of them. I wrote an insert PL/SQL script. While it takes 5 seconds to complete on the first one, it takes 25 seconds on the other. THE only difference seems that shmmni kernel parameter on HP-UX. One has 200 (Faster) and the other is 3200. Could it be the reason for performance reason?

Any help will be appreciated.
