Proximity searching in ConText

We are evaluating the Oracle ConText cartridge as a free text search engine. The documentation indicates that one can perform proximity searching (two words within a specified number of words of each other). It does not appear that one can do in order proximity searches (the search terms must be in the oder specified). Consider the following scenario.

We have reports published by two authors (last name, first name middle initial) Harry, David R. and David, Harry R. Clients want to search for reports by one of the two authors. A standard proximity seach on the two authors will returns both. An in order proximity search will find one of the two authors. In some cases the clients do not have a choice. They are not entitled to see reports by one of the of the two authors for various reasons (subscriptions, restricted service plan and others).

Other than creating a unique author code for each author, is there any way to limit the reports that clients can access. Has any one run into this issue? If so how did you resolve it?
