Thanks for everybody's reply. I very much appreciate it.

I tried CREATE TRIGGER but get stuck with the PL/SQL block, the last part in the syntax. I know a little PL/SQL but would like to send a signal (in general sense) to my existing script, which is written in Perl using Oraperl. I'm reluctant to rewrite it in PL/SQL. How can I "trigger" or send a signal to my Oraperl script inside the the PL/SQL block of the CREATE TRIGGER command? If this is impossible, at least I want the PL/SQL block to be able to email me. Please help. Thank you gentlemen again.
