Hi,
The character-set is set when creating a database. You can change the
character-set of a session and not the instance by changing in the
oracle.ini / registry
( e.g NLS_LANG=AMERICAN_AMERICA.WE8ISO8859P1 ).
You can export the database of any character-set and import to any database of different character-set.
