exp, imp and dependencies

I recently dumped a production database using exp in order to load it into a test-instance and I noticed that imp complained a lot while loading the file because it seems that these utilities do not take dependencies between tables into account. I actually had to fiddle around a lot to load the database properly.

do exp and imp have some obscure functionality that I am not aware of that will export and import an entire schema correct and reliably or do I really, really have to write my own exporter/importer utility to get it right?
