ORA-03121 ... No Interface Driver Connected .. using Windows NT 4.0 WS

Hello,

Can anyone shed any light? I recently got a book with Personal Oracle 7 and Developer 2000 trial version on a CD. Publisher SAMS. The two products install individually ok .. but when i try to connect from Developer 2000 to the database it gives me ora-03121 error meaning "no interface driver" .. SQL*PLUS 3.2 as installed can access PO7 and query database ... but SQL*PLUS 3.1 that is in the developer directory cant. Also, it asks me for connect string, but since i am using standalone Windows NT 4.0 workstation i dont know if i should be using sqlnet to access oracle on the same machine.
