Yes. And yes. Although the degree to which you learn is up to you. I suggest you learn both to the max., as many of the requests you get from developers for support will surround these tools. Likewise, you might want to get a little C/Pro*C knowledge and/or Perl and/or Shell scripting, and maybe Java. I've found all of those things very useful, although my background was in development (15 years of it).
The more knowledge and hands-on experience you have, the better you will be able to argue your corner. Plus it makes the job more interesting if you can fill-in bits of projects that the people you support are struggling with. A little knowledge goes a long way...
