PL/SQL Multithreaded ?

Please forgive my ignorance. I am not an 'oracle person' but have an oracle problem to solve. Does PL/SQL implement threads? We have a piece of code that seems to hog a processor (1 of many) Is threading up to the programmer or does the language figure it out itself ?
