The below statement is correct :

Terminal Release for Oracle on NT = 7.3.4 (patchsets will be available for years)
All 7.3.x Releases run on WinNT 3.51
The first release to support NT 4 = 7.3.2.2.x

7.3.4 includes new context features, the new Spatial Data Option 7.3.3 features, JDBC support and EBU for NT + many many fixes.
