This is a complex issue. There are books available with guidelines and suggestions. It is highly dependent on your particular application. (I'd suggest a good one I've found but it's at work. It's title is something like "Oracle SQL Performance Tuning" by Guy Harrison. Hey I remembered more than I thought.)
