NAMES.ORA is used by Oracle Names.
Oracle Names is used to provide Oracle database name/location resolution to client machines without the need for a TNSNAMES.ORA on every client system. I use Oracle Names to provide Oracle database connectivity among multiple geographic sites. I maintain a single repository of database connection information that any client with a properly configured SQLNET.ORA file can access to resolve connection information. When a new Oracle database is added anywhere in our company, all I have to do is add the appropriate information into the repository and all clients can access the new database. NO changes are needed on the client system. (In case you can't tell, I am VERY high on this product. And it comes with SQLNet.)
