How to convert a description of a report into a report?

HI,
I should make some reports (50 or more) with help of Oracle Reports 2.5.

I have a scheme of report's layout as a plain text. For example

List of Users
User Name: [----------01-----------]
Age:[02]

..................................

A field begins with '['. A length of a field equals to a number of characters between '[' and
']'. So on.

Who knows a tool with can help me to convert a layout into a report?
