As others have told you it is 30. But I was informed by an Oracle instructor that she had been told that any object name over 18 or so (I don't recall the exact number) characters caused a slight performance hit. So maybe your source was attempting to help you get that little extra performance. By the way this applies to all object names. Not just columns.
