If you have a shell account from your internet service provider, try ti see if the "whois" command works. This does a name lookup in the internet global database and reports adminitrators names, and the uplink connection hostname (so you can complain to the backbone systems too).

You might want to vist the news.admin.* groups for a while to find some more info. (But be warned, there are some real crazies there, and a few that at first seem crazy, but really are just strong in their opinions.)
