Access and Oracle are not even in the same ballpark, and can't be fairly compared. If you have a database used by 1 to 5 people, with fairly light use, small tables, and fewer than 10,000 rows in each table, Access will be OK, as will Paradox and a number of other desktop databases.

If you have a mission-critical database that will be used by lots of people and/or contains tons of data, you cannot rely on a desktop database, no matter who makes it.

If you want to compare Access to something, compare it to Paradox, FileMaker Pro, etc. If you want to compare Oracle, compare it to Informix, Sybase, SQL Server, etc.
