Configuration Management Requirements

Does any one have a copy of a Configuration Management Requirements document they can share with me? We have some of our own ideas, but would like to see how others went about selecting a tool or set of tools.

Our environment is
Oracle Developer/2000 (Forms and Reports) on NT and UNIX, but I am sure the requirements are similar regardless of the environment.
